Allow Access Arrangement in Pupil Register to be editable

It would be good we can edit the special arrangements in both Internal and External Exams. Currently we need to rename "Special Invigilation" to "Alternative Rooming" but there is no way to do it in Pupil Register module.

We also need to separate Read Aloud/Reading Pen to Read Aloud and Reading Pen but this is not possible as according to iSAMS Support, they are hardcoded.

The special arrangements should allow flexibility to add new arrangement, delete or update/rename but this is not possible at all.

Appreciate if this can be made possible in future for easier maintenance of the list of special arrangements
